Board of Directors

The Board of Directors is a group of dedicated volunteers committed to advancing the mission and programs of ARC. The Board establishes overall policy and long-term strategy for ARC, oversees organizational management, and monitors ARC’s fiscal stability. While day-to-day operations are led by ARC’s Chief Executive Officer, involvement of the Board is critical to ARC’s success.

Caitlin is a seasoned Interim CEO, Executive Director, and change management specialist, experienced with guiding organizations through complex change including executive transitions, financial and operational turnaround, merger strategy, and culture transformation. She is currently an Interim Executive Director at Oxbow Farm & Conservation Center.

Fawzi Belal

Fawzi Belal is an equity strategist with a wealth of experience in creating outreach strategies to foster inclusion, belonging, and strong communities. He is a family person, a father of two, a former professional athlete and coach, and an unapologetic trauma-informed leader.

Garrett Plescow Moore

Garrett is an outreach and campaign professional with over a decade of experience serving in all levels of government, running advocacy and political campaigns, and leading teams in the nonprofit sector advancing access, equity, and progressive policies. He is passionate about recreation, from coaching parkour classes at community centers to running around Seattle parks.

Matt is a seasoned hospitality management professional with over 15 years of experience and a robust background in business administration, currently working as a General Manager for SSA Group at MoPOP. He is passionate about the outdoors, frequently spending his time camping, skiing, and kayaking with friends and his dog, Ralph.

Judy Tangen

Judy is a current retiree and former metals industry worker with a background in business education at the University of Washington. She has lived in the Loyal Heights neighborhood since 1972, has been a volunteer for Loyal Heights Advisory Council for over 30 years, and raised her family with the help of the Loyal Heights Community Center.

Angela Bishop

Angela has worked in the nonprofit sector for over a decade and currently is a Senior Associate at Valtas Group, and has worked in the Seattle and Bellingham area for 20+ years. Her husband and her have a blended family of four teenage daughters, three cats, and one hamster.

Mike is a Vice President in Asset & Wealth Management at Goldman Sachs, with a history as a professional athlete in football, track, and rugby. He and his wife Christian live in Kirkland with their five children.

Kyle Serikawa

Kyle had been working in the local biopharma industry for almost twenty years, currently working as a Senior Tech Product Manager at Amazon. Outside of work Kyle enjoys hiking, reading, cooking, traveling, and enjoying long NW summer evenings. Prior to joining the board, himself and his family enjoyed classes, resources, and events at Seattle Parks & Recreation facilities and community centers.

Brittany Faulkner

Brittany is a construction and procurement attorney at Pacifica Law Group who advises and represents public and private entities on all phases of construction, from bidding and contract drafting, to litigating complex disputes. In her spare time, she enjoys rooting for one of her many favorite sports teams, completing DIY projects, and exploring Seattle’s parks and museums with her family.
